This is a EO sterilized stainless steel twist plunger,which is made by 100% stainless steel,and it is a two-component tool made to use with 1mL glass luer lock syringes. 
The purpose of the two components is to enable closing of pre-filled syringes. 
With a standard plastic plunger,when the slip-sealed or luer-locked syringe is closed, the plunger will pop out from the pressure.The Metal Twist Plunger solves that issue.
The two-piece design allows for the rubber piece to be  unscrewed, bringing into the barrel. This release of pressure allows for easier filling.
